The Energy Efficiency
Standards for Residential and Nonresidential Buildings
were established in 1978 in response to a legislative
mandate to reduce California's energy consumption.
CF-1R energy compliance is required to be submitted prior to issuing
building permits when you are building a new building, or adding new conditioned floor area to an existing
building. The 2005 code change has enacted stricter
standards on lights to be title 24 compliant.
The update to the 2008 Building Efficiency Standards is now in the Rulemaking phase. Please see the Rulemaking page, Docket # 07-BSTD-1 for the most current 2008 Standards proceeding information.

The 2008 Update Process:
The first phase of the development process included a series of public workshops to communicate to the public the changes being considered by the Commission, to share the results of related research sponsored by the Commission, utilities, and other stakeholder groups, and to obtain input from the public.
The second phase, presented draft language for the 2008 Standards based on the discussions in the first phase.
The third phase is the formal rulemaking, for which final proposed language for the 2008 Standards and related documents were released for public comment for a minimum of 45 days (this language is referred to as "45-day language"). Further substantial changes to 45-day language were subsequently released as "15-day language." This third phase also included Energy Commission adoption of the final Standards in April 2008, and which are anticipated to take effect in July 2009. Preparation of the Residential and Nonresidential Compliance Manuals and development of updated compliance software are now in progress. |
